Tina Holland

Tina is the Programme Manager for the procurement and commissioning programmes within the LGA.
Her work includes:
- Convening and liaising with our National Advisory Group for Local Government Procurement
- Leading on the implementation of the National Procurement Strategy for local government
- Leading on NPS workstreams including strategic supplier management, innovation, skills and our work on social value
- Working with wider public sector partners on policy issues relating to procurement
Tina has been with the LGA since 2003 having spent the previous fifteen years as a procurement practitioner and procurement consultant, delivering procurement expertise to public, private and financial sectors.
Her experience includes:
- management of a number of national improvement programmes including Healthwatch, Health and Wellbeing, Ageing Well
- programme management of Phase 2 of the National Programme for Third Sector Commissioning
- managing more than 100 peer reviews and bespoke reviews relating to procurement, efficiency, asset management and e-procurement
- provision of advisory and consultancy service for local authorities and other sectors with particular reference to procurement and efficiency
- setting up and running framework contracts for consultancy support for Childrenās services, Research, Adults services
- supply chain development and management including engineering supply chains in USA and Europe
- contract management
- Strategic supplier relationship management
A qualified PRINCE2 and managing successful programmes (MSP)
